WYSIWYG software for toolbars?
Are there any programs out there for newbies who want to create custom IE toolbars using C++ and MFC? (similar to Dreamweaver and web development)?

You can do that through MS-Dev studio.

MFC is inherently not WYSIWYG. There is a lot of behind-the-scenes programming that you must do in order to get things working.
Perhaps you can use Visual Basic for what you wish to accomplish. Also, look into C# and Windows forms.
