My computer starts after a few tries?

So, my computer had a problem while back. It used to start, and after a few minutes/seconds, it restarted. Also, after several restarts, it used to display the light in the CPU, but no screen.
I sent it for repair and turned out that there was some problem with my graphics card and it was replaced.
My previous one was MSI r5750 with DDR5 1 GB.
And the current one is some Nvdia 1 GB DDR3.
My computer runs a bit slow and I am getting a windows experience rating in graphics as 4.0 instead of 7.2 and my PC runs a bit slow (the display kind of lags).
Now, when I started the PC, it didn't start. It showed me the blue light in the CPU and then turned off, again displayed the light but no screen. Then after a while, I tried again and it worked!
What may be the problem now? I can't take this anymore, help!
    Thanks, in advance.

Does this happen to be a DELL PC? It sounds like a power supply issue (indicative of DELL's).
