Computer won't boot. BIOS freezes

My computer was out of service for about a 9 months while the hard drive was out. Recently I replaced it. The compter worked for about a week until I turned it on one day and it wouldn't post. After about a month, I changed the "Halt On" field from all errors to no errors. WIth this change the computer worked for one day (about 8 boots, I was updating some software). Today the problem returned again.

When the computer is truned on, it goes to one of two screens. 1. The intro screen for the mobo. The computer does not post and will not enter the BOIS. 2. BIOS. It seems to be random as to which destination occurs. If the BIOS is exited, it goes to the mobo screen again.

In the BIOS, the following things are abnormal:

1. CPU speed. 2400MHZ (P4 2.4 gig). This message is displayed under item specific help: "During the last boot-up, your system hung for an improper CPU speed setting. Your system is now working in safe mode. To optomize system performance and reliability, make sure the CPU speed conforms to the specifications of your CPU." It does conform.

2. CPU Vcore set : Auto. Message : "The <Auto> setting is recommended. The 'higher you set the CPU Vcore voltage to, 'the more likely you will cause damage to 'your CPU."

3. When I attempt to scroll over to the Boot heading the BIOS freeses. The screen for the Boot heading is displayed and no furthur action can be taken.

Any ideas?

If you have already cleared CMOS and clocked down CPU. I think CPU is ill-functioning.
