CPU Not Responding Properly

My system has been functioning strangely:

1. There was a burning plastic smell & my AMD processor heat sink dislodge due to a crack to the melting plastic.

2. I replace the processor and main board.

3. When I restart the system after the replacement, the keyboard, mouse, all drives (HD & CDROM) have no respond. No power is detected on the devices and drives although the LED light on the mainboard lights up and all the devices' fan are spining.

Any idea what has went wrong?

Maybe the psu is damaged, but then the cpu fan shouldnt work either.
