i have the same problem
i have 2 dell latitude cpxj 650 gt's and one inspirion. all three have the same problem. at first i suspected the power controll module. aftter having replaced the PCM heatsink and fans on all three the problem was still there. since then i have replaced all the memory in all the laptops so that they are all the recomended type and matching when more than one stick is used. while the memory has lessened the problem, it does still happen. when the system stops booting i have found that removing the power supply and battery for several minutes allows the capacitors to drain and i am able to boot.
i have eliminated the idea that at leaste the PCM and batteries are not at fault. and since the problem persists when memory is changed, this is also probably not the problem. since this problem happens on several types of dell laptop i dont believe its simply a problem with a specific system. my best guess is a problem with the CPU, motherboard, or something heat related (since it seems to happen most when run, then rebooted)
let me know if anyone has any suggestions
