Unhappy Graphiccard Problem (No Screen Input)

Hello, a bought a new Graphics card (Gigabyte 8600GT, had a 7300LE before), built it in, started up my Computer, no screen input so i decided to put my old Graphics card in. Still no screen input.

When i turn the Computer on i notice this:
The LED on the "On-Button" in front is glowing, also the LED on the motherboard is glowing. The fans are turning and the hdd seems to be running too! Weird is that the LED from CD/DVD drives doesn't glow and when pushing the button, they don't open either. If i recall correctly i usually heard a "beep" noise when starting the computer which i cant hear anymore.....

As mentioned above, I don't get any Screen Input. I've got no clue what to do... maybe a BIOS reset?
