Computer will not cold boot have to hit reset

okay i am runnig a ASUS A7V600-UAY VIA KT 600with Fsb at 400 board with at 2.5 athon plus . DDR 512mb 2700 Samsung Albatron fx 5200ep 128 meg. the Hard drive is a western OEM white lable 40 gb 7200rpm EIDE hard drive . in a standar 350watt case. the problem i am having is that when i turn on the power button . it will not boot the hard drive . i have to press the rest to get the computer to boot to windows. Oh yeah i am running xp oem home edition
