Issues of such high amount of packet-loss rate
Well I was wondering...I have a dell dimension 8200...i received it from my friend and thought wow this is a great computer...I got call of duty with my resolution at 800X600 with graphics on high w/ having a GeForce2 MX Video Card...Everything was working great and i decided it would probably work better if I rebooted my computer...so I did this and my computer became slower and not as efficient...I don't know what my packet-loss rate was before but i haven't changed my isp or my video card and these problems came when i rebooted...now I have a Packet-Loss Rate of 2.21 and my FPS goes from sometimes as high as 90 to sometimes as low as 4(mostly when I engage in combat with machine gun fire coming all around me)...I was wondering if maybe my friend made any tweaks with anything and if you people have any ideas for my computer to work at its full potention...Here are my computer Specs...
Pentium 4 - 1.79GHz Ram - 128MB PC800 RDRAM Hard Drive - 19.1GB Video Card - GeForce2 MX Monitor - Dell M770 |

You might want to consider doing a system restore. I once did this with a game and it did the same thing, everything was lagging as all hell. Doing a system restore resolved everything.
Hope this helps.
