LCS Monitor question

My new LCD monitor shows some dim green and yellow stripes/patches only visible on the top right hand corner when I use IE,does that mean my LCD monitor is faulty or something wrong with my graphic card?Or is it just normal?

The discoloration doesn't show up any other time except when you are using IE?

Yeah it can only be seen when I open IE browser and it's strange that after I turn on my PC today,the patch becomes even dimmer(it can barely be noticed)
I doubt if I can prove that to the technician if he came to test the monitor if it is faulty(I have a seven day warranty)

Seems like if you can see it, the technician should be able to as well. It doesn't seem like it would be a monitor thing, if it only shows up in IE, but if you have the warranty, might as well try it.
