monitor and cd-rom problem?

I'M BACK!!

but here's my problem....about 95% of the time when i turn on my computer the picture is all messed up....like the picture isn't tall enough and is to wide (like stretched) or sometimes the corners create a )( affect. BUT when i turn the monitor off and back on it is fine.

also very rarely my cd-rom won't show up under my computer.and the green led on the front of the cd-rom flashes.if i turn the computer off and wiggle the power wire that goes to the cd-rom and turn the computer back on it works fine.
(i also noticed when the cd-rom doesn't show up my -12V goes a little bit higher than normal.)

1) sounds like a monitor problem, if you have another one try it out on that.
2) the connector doesn't look like its in all the way or a circuit might be going.
