It definitely sounds like BlackICE is the problem, since you installed it right before, and "blackd" is the blackICE program. You can delete it via DOS. You'll have to find the directory it is in, http://www.easydos.com/rmdir.html is how to remove directories and http://www.st-andrews.ac.uk/lis/help/virus/dosdel.html is how to delete files.
Assuming this makes windows work again, you'll want to search the registry to be sure you get rid of the blackICE keys and such too
