when i get all my computer parts (hopefully later today) karsh, and go about installing my os, will i need to add just the hard drive and cd-rom before install? will the bios detect these first?

You need the cdrom and hard drive to install your os... (where would it install to otherwise?)
You can, however, boot without them, you just won't get past bios.

yea that's also kinda what i meant can you boot without a processor too i just wanna check out my bios now
