Unhappy No Boot, No Post, No Video

Hello, i have a problem with my pc,
it will not reach POST when booted.

I switch my pc on and all hardware loads eg (sound cards, network cards hdd's etc) but it wont pass the POST, or even reach it. The hdd light blinks once then blinks again where it will then stay on. If I JUST plug in my primary hdd, it will blink once and then stay on. Im also sure that the FDD will not boot either... or in any case, read or test/detect its presence. But the monitor light still blinks... as it has not detected the machine or the video card..

Here some one mentioned the exact same problem as I, but had not been resolved.
http://www.opentechsupport.net/forums/showthread.php?t=26228

Where he mentions, the surge, it also happened to me.
Where the PC would not boot up at all... For me to fix this I just happen to wiggle the ATX Power lead to the motherboard
Although, the problem I have now, use to occur but I was able to wiggle the video card or ram and then it would work.. But now... ive tried everything and I have had no luck...
I have even tried rebuilding the machine , sound cards etc
and tried booting without them, and the problem still occurs

I have tried:

- different video cards
- switching ram sequence
- unplug the non esential cards and hardware etc
- different ram
- unplugged all IDE cables and took turns on the hdd's and cdroms
- jumper settings
- cmos reset
and still the problem cannot be fixed.

I dont think the video card is the problem i've tried
AGP - geforce 2 mx 4x 32mb
AGP - voodoo 3 3000 32mb
PCI - s3 savage
still no luck

my specs are:
duron 800
atx duron/athlon gigabyte VIA kt133 motherboard
novis powersupply
392 mb ram (64, 64, 256)
40gb + 20gb
geforce 2mx 4x (then tested voodoo 3 3000)
dvdr/w
cdr/w

hopefully, someone will know the solution to this problem...

(^^;(You know the matter well, you seems to have done all you have to do.)

Probably, some resisters or condensers would be ditchy. You need to use tester now. Consult skillful friends. Otherwise consider parts taking from it.

You can try flash bios in autoexec.bat in your lucky moment, off course all peripherals removed. You'd better not attach good things to it any more.

P.S. You have CPU still untested?
