CPU fan shouldn't prevent video, but I'd highly recommend replacing it as soon as you get this up and running.
Have you tried a new video card?

If the cpu fan was not working for some length of time while the computer was on, you may have "french-fried" your cpu chip.

Just to be sure, laptop or desktop? I also assume it's a PC and not a Mac, but correct me if I'm wrong.

Just check your monitor and make sure it is working properly.

May be your fan is rotten, try to put a new fan and if also don't work then there is a problem with your power supply.

You should check first fans wire may be fan will work and you need to change ram because mostly when CPU don't give display and also give beeps that mean ram is expire.
