No POST beeps? Try reseating the Processor, and if possible try another processor in the board. Usually no beeps means something with the processor. All fans spin up? Does your processor fan spin up?

(^^;?(No floppy?)
Remove one memory and two of ATAs. Once take into pieces, again into minimum. Change memory slot with one memory only. Clear CMOS, try again. Don't put it all together at a time always, feel the each item for vibration with vinyl glove on. When these fails you cannot but test CPU and memory on another board. |

(^^;?(Floppy doesn't read?)
Remove all peripherals unnecessary for boot, floppy only. Check any jumper settings consulting manuals. Remove CMOS battery for a while or change it. Can you feel the CPU working and warming? After this you would have the right to complain of it to the vendor if the board is new. |
