power loss -> serial cable doesn't turn on monitor now

power loss -> serial cable doesn't turn on monitor now
when the computer boots up it refuses to "tell" teh monitor to turn on. it is connected via a serial cable. i already swapped monitors and the monitor is find. any ideas?
