Text on Desktop blurry because of a red hue.

Program names, etc seem to be blurry on the desktop. The words appear to have a shadow or an outline of the text in a red hue. I believe this is causing the text to look blurry.

Is this due to the monitor or the graphics card?

hmm, it was connected to another computer but i'm not sure if it was clear. and i don't have it anymore. :\

When it was connected to another computer but you are not sure if it was clear. So much no difference probably means that the monitor will be acting up.

Have you tried de-gausing (spelling?) your monitor? It should be an option available thru the on screen display, along with shifting the image and stretching/shrinking the image to fill the screen.

Sometimes if you put a strong magnetic source near your screen like your speakers or a digital clock or a fan it can muck up the geometry and colour saturation and even the focus and de-gausing can sort this out.

If that doesn't help and it still looks a bit blurry then your monitor might have gone out of focus, not sure how you fix that. Check the website for the maker of your monitor. http://www.iiyama.co.uk/ for example has software to help you diagnose / fix problems with their monitors.

Swap monitors with a friend and see how things look.
