Fan not working properly

My pc case has 2 fans, one on top the case, one on the acryllic window. I recently noticed the top one doesn't spin anymore. I think it was damaged by having my EIDE cables too close to it possibly interferring with the blades rotation. At any rate I moved the CD-ROM drive down a notch out of the way and stick a pen into the fan to manually push it and it starts spinning and doesn't stop until I shutoff my computer. Now my question is should I attempt to fix it myself, take it to be repaired, or buy a new fan. I ask this not knowing if any or all 3 are possible.

Fans are cheap, I'd just get a new one. You could then fiddle around and see if you can fix the one you have and either keep as a spare or try to put it back in the case as well. (Can't have too many fans)
