Stick with name brands such as Koolance for the highest quality parts. As for installation......

Well, it's no walk in the park, but I wouldn't say it's overly hard. Just tedious.

Liquid cooling is more of a pain than it is worth in my opinion. It is safe but if not done correctly could be very expensive. I would guess your planning to overclock and your fan isn't going to keep up? Otherwise the return isn't worth it unless your trying to cut down on the noise.

You may look into some heat pipe solutions as well. Cheaper and easier to install.

I bought one of the cooler master liquid cooling kits for my pentium 805 d over clocked to 4.1 ghz. Works great and was just as simple to install as a any fan. The whole thing is pre-assempled for the most part, u just have to mount it.

I wouldn't recommend water cooling as a method of noise reduction. Most pumps I've seen aren't all that quiet.

As long as you make sure the computer is entirely sealed when you fill it with water you should be good.

I bought a Koolance case quite a few years back. Always worked beautifully and quiet. They have since reduced the noise since mine (their original full tower case). They are extremely easy to setup, very solid, and works like a charm.

Funny, but of course not. Basic thermodynamics: The water is never cooled, it is simply a conductor to transfer the heat away from the unit(s) and to the radiator. The heat is then removed by using fans.

If you use a phase-changing or liquid nitrogen cooler, then the story is a tad different.
