Unhappy Laptop mainlevel from 50 when start to 60-75

Hi!

I have this laptop.
When i start it up and just wait 15 mins or something(maybe more. haven't really looked how long time), it heat is like 50C, and if i start up the internet, and surfs around. maybe play some small games, if goes up to like 75C. Right now.. I have been searching on google for like a hour, and tried 2 or 3 things,, the heat is 71C.
Earlier today I saw it just reached 83C. But just for a sec.
I have tried Speedfan, but cant make it work(If it works to this laptop, please help), and have tried.. another one. but it was for nvidia..

I have got this laptop in like.. 7 months. Haven't cleaned out the fan, but it cant be that. or?
My laptop information is:
Model: HP Pavilion dv7 Notebook PC
Windows Vista Home Premium
Processor: AMD Turion(tm) X2 Dual-Core Mobile RM-70 2.00GHz
32bit.
ATI Mobility Radeon HD 3450
Out of 288 GB Harddisk 79,5 is not used.

(I don't know if you need more information. If so. Say it)

Do you know any programs to speed up the fans? Or any other ideas? I really don't know what I could do. All solutions will be appreciated!

The temperatures that you are describing aren't cause for alarm. I wouldn't be surprised if my laptop runs at those temperatures as well.
