It's all going to depend on what type of cooling solution you are after. How many pieces are you trying to cool? Is it just a CPU or are you piping your whole rig through the system?
The Monsta rads are great, but they are really expensive for the extra 1-3 degrees of extra cooling you get. The best bang for the buck rads are going to be the Black Ice SR1 or GT Stealth low profiles. These rads are a lot cheaper and don't require the extra static pressure that is needed to push air through a thicker rad. On top of that, since the rad is a lower profile and less powerful fans are needed, you also cut down on the ambient noise that will be generated.

Remember, it's not always just the CFM that gets the cooling done. Static pressure, when it comes to water cooling is just as important. These fans generate a lot of it and are extremely quiet.
