Question CSS and behaviours

I have heard of developers changing behaviours of elements using css.

For instance, they would be able to alter the visibility of a division (<div>) when the mouse move over an element.

How do I do this?

Element behaviors in IE, and XBL in Mozilla.

For something like this, you should really just stick to a nice DOM solution...
