css: left-side scrollbars?
A while back I saw a few on personal blogs, but looking through CSS guides, I haven't seen any mention of them.

So, is there any code out there that allows you to position the scrollbar on the left side of the screen?

If you make your own scrollbars - sure.
There are tons of those sorts of scripts, such as http://www.dynamicdrive.com.
