How do I designate my .css as CSS3?

I am new to HTML/CSS... and this may be a dumb question?

I forked a page from Codepen and with a few modifications have it working nicely in Mozilla and Opera. It will not work properly in Chrome, Safari or IE8.

I debugged in Chrome and validated the page successfully as HTML5, however when I try to validate the CSS I get the following type errors:

input[type="checkbox"] Value Error : background rgba(255,255,255,0.1) can not be used with this version of CSS : css21 )

    Property border-radius doesn't exist in CSS level 2.1 but exists in [css3] : 0.5em

So, obviously the validator sees my .css file as level 2.1.

How do I designate it as level 3?

Here is my link that I use in my Html file: <link rel="stylesheet" type="text/css" href="default.css" />

    Thanks much for any help!

There is no designation in your CSS file. You need to change a setting in the validator so that it validates against CSS3 standards instead.

    thanks much

I've got it validating now as CSS3. Though I still cannot get the page to work in the Chorme, Safari and IE8 despite using all the appropriate prefixes. I guess that is another issue... or thread question.
