The problem falls on the positioning of the scrollbar. I need it to be over my bottom menu. Right now it falls below the menu. Why is this?

If it's '0' from the bottom, then it begins at the bottom? Maybe the top of the scrollbar begins at the bottom, and then continues down...

The scrollbar is falling behind the bottom menu. Copy and paste the code and you'll see what I mean. That is of course if you have IE 6 which is the browswer I'm developing for.

There is no scrollbar in that piece of code. What do you mean?

Resize the window in IE so that it needs to scroll. As you can see I have overflow set to auto within the div tag 'content'.
