Ive got a linked file for my css. how do you format included files?

If a file is included in php it becomes part of the page that is outputted (thats 1 page) So you style it exactly the same.

Do you mean PHP includes? Sections of a page included via some form of server-side includes are part of the page -- the web browser can't tell that they are separate on the server. As such the answer to your previous CSS question applies here too. I recommend you read HTML Dog's CSS Intermediate Tutorials.
