I think so...I see nothing to the contrary.
My understanding is that everything from HTML4 is still valid, so css can be used on it...?

If I'm wrong, correct me...

A <div> has nothing to do with CSS, div is an html element. CSS is a language that can be used to define how to display html elements, among other things.
