    Scrolling footer behind body

I recently came across a nice feature on the elementaryos.org website, where the footer scrolls from behind the body of the site.

I have stripped back a lot of the unnecessary code which you can see/download below

But I still cannot see how it works.

Im sure this is a CSS question, apologies if not.
Any idea how this works, or how to implement it on another site?

    Thanks in advance!

I found THIS LINK that may shed some light on the subject for you.

EDIT: In this case, tho, it looks like the footer css has a position:absolute; and a z-index:-20 to force it way below the layers of everything else on the page. So, as long as the page-wrap css has a position property of relative and a z-index that is higher than that of the footer, it will appear to flow right over the top of the footer. [I think thats right]
