    ul lists not displaying properly (css)

    I have something like this:

    Code:
    <td id="leftBar" align="left" valign="top" bgcolor="#FEFDEB">
    <h3>Downtown:</h3>
                <ul>
                  <li><a href="Templates/opp.htm">Ocean Park Place</a></li>
                  <li><a href="Templates/bw.htm">Baywest</a></li>
                  <li><a href="Templates/hra.hrm">Hampton Royale Apartments</a></li>
                </ul>
    and some css like this:

    Code:
    #leftBar {
    	font-family: Arial, Helvetica, sans-serif;
    	padding-left: 7px;

    }
    #leftBar h3 {
    	font-size: 14px;
    	font-weight: bold;
    	margin: 0px;
    	padding-top: 15px;

    }
    #leftBar ul {
    	font-size: 12px;
    	margin: 0px;
    	list-style-type: square;

    }
    The list items however are displaying as normal lines (they aren't indented and they don't have bullets)

    i have to say that I'm actually very unsure as to which properties apply to which tags, and why the above doesn't work.

    Could anyone tell me why it won't work and point me towards a novice-difficulty refference which will explain it in greater detail?

    Thanks!

    whats even more amasing is that this:

    Code:
    <td id="description" colspan="18" align="left" valign="top" bgcolor="#FFFFFF">
                        <p><span class="HIGHLIGHT">CENTURY ROYALE APARTMENTS BY THE
                          SEA </span>is Richmond's hidden secret treasure. <br>
                          Enjoy ocean, mountain &amp; seaside living. Fresh air &amp;
                          panoramic views will take your breath away as you stroll
                          the adjacent Ocean Walk. <br>
                          Come Sea Supernatural Steveston Village where the Fraser
                          River meets the Ocean &amp; Enjoy !</p>

                      <ul>
                        <li>COMPLETELY Modernized APARTMENTS.</li>
                        <li> SPACIOUS STUDIOS, 1, 1 + Den
                          &amp; 2 Bedrooms with HUGE BALCONIES.</li>
                        <li> Quiet, peaceful water gardens,
                          large ponds, waterfall, gazebo, walk-ways &amp; sitting
                          benches.</li>
    with CSS of:

    Code:
    #description p {
    	padding-top: 10px;
    }
    #description ul {
    	list-style-type: square;
    	list-style-position: outside;
    	padding-left: 5px;

    }
    displays properly for whatever reason

    they are identical!
