CSS-type tool for templates?
Say that I have a template that I use all across my site. And this template uses a basic 6 row table. Say that there is always the same text in the 5th row from the top. Say that I want to add an additional row in the main template and have it add that row across every page using that main template across my whole site. Because if I want to add a row (with a banner for example) onto every table of every page of my site, it would take a helluva long time if I had a big site. I want to add the row in one place, and have it add across the whole site.
Is something like this possible?

not unless your site is dynamically generated... Afraid ya going to have a long job ahead.
CSS wouldn't be the solution to your problems either..

What kind of programmer could make me a a script (server-side I guess) that would do this?

You could do that using Dreamweaver templates.
You create a template page, defining editable and non-editable areas then apply the template to your pages.
If you update the template then every page using that template will be automatically updated.
