Apart from the fact that this has nothing to do with css, i am having difficulty understanding what exactly you are talking about. Are you looking for a component, that assists you in designing a template? an article? a module? other components?

Maybe try to be more precise. Responsive webdesign is pretty much always done by the use of ajax (or flash). This allows to directly respond to user interaction instead of reloading pages.

The base for RWD is CSS

Responsive web design is based on fluid grids media queries. That is the true base for RWD. True, some people do use javascript to tackle some of the bigger problems with the approach (handling large images for small displays), but at it's core its based around css. This article is the base for RWD.

It seems we have a different perception of the meaning of the word 'responsive'. I would rather call css mediaqueries and such adjustive. (they adjust to the device aka medium, responsive responds to the wielder of the device)) Leaving this symantic battle aside, fact of the matter stays that the topicstarter is not clear of what he wants.

here are some links to help you get started. There is no module in joomla that will make your site responsive. You will need a template that is already responsive or build from the ground up.

links for learning responsive web design:

    http://www.smashingmagazine.com/responsive-web-design-guidelines-tutorials/

and lastly you might want to read this book. Written by the guy who pretty much invented this approach:

and if you want to hack a template:

also just announced yesterday that they are now using twitter bootstrap in joomla 3.
