I'm running a community and I want to change the background, but I don't know CSS very well. My current bg script looks like this:
But I want to change it so I can have one background repeating horizontal on the bottom of the page and another background above it repeating in all directions. Something like this:
background: #f9f9f9 url("styles/we_universal/theme/images/bg_1.png");
margin: 15px 0;
font: 62.5% Verdana, Arial, Helvetica, sans-serif;
What do I need to do to get such a background?

If only humanity would come up with some kind “Internet search” so that we could find information based on a certain search term.
What? Somebody has already invented this? Then why the hell aren't you using it!

I found this community with "Internet search", so I am using it. I said I don't know CSS very well, so your link didn't help me.

Here are some options:
background: url('file_path.png') repeat-x;
background: url('file_path.png') repeat-y;
background: url('file_path.png') repeat;
background: url('file_path.png') no-repeat;
