looking for 4gl app to create front end for db

I'm developing a mysql db to manage data within our organization. We thought about using Filemaker Pro or another off the shelf system because it is relatively simple to create front ends for office staff to input new data and create reports.

This probably won't work, but we have access to a managed mysql database and are looking for 4gl applications that can create forms/fronends that will link with our mysql db. Our other choice is to go entirely web-based using php, which we'll do for some functions outside the firewall, but inside we would like to create some interactive applications a la thin client. And it needs to produce both Mac X and Windows apps.

I'm evaluating a product called Revolutions but am finding it more complicated than creating web-based scripts. Does anyone know of other applications that can create these kinds of frontends and doesn't require extensive coding abilities (eg pascal, c, c++, etc.). This is for an educational, non-commercial project.
