Newbie Question about data base

Hi all
I am new to data base and this kind of programming. I would like to know is any one can point to a link that explains about some features about database and how to use them, and mention some books to start. I am an ELectrical Engineer, and the project I am currently involved requires knowledge of PL/SQL queries, and all those kind of stuff.

Any help would be really appreciated
