SQL commands through Yahoo IM

Hi,
I am trying to install the new software called "SDBA Revolution Instant Messaging Application Server" from
http://duncanlamb.com/cms/?Projects/SQL+Admin

The page says I need "recent versions of DBI and DBD-ODBC" can anyone explain what exactly do I need and does the software really works as explained on the above page.
