MySQL Enterprise's primary advantage over Community Edition is support. Is support needed? If not, consider Community Edition.

Amazon RDS is a great solution if you're looking to get set up quickly with a minimal up-front investment. Scaling your DB is a lot easier w/ RDS than it would be with a traditional MySQL setup, too.

I personally would go with RDS for a new project unless I had existing infrastructure I wanted to use.

Amazon Relational Database Service is a web service that makes it easy to set up and it also support MySQL DB Engine Version.
