Evaluate indexes running slowly

I am trying to use the evaluate indexes to estimate query cost. For queries, even if I have a blank advise_index table, the time to execute evaluate indexes for the workload is 10x the cost it actually evaluates.

Also, it seems that every time a query uses an already existing index, it adds that index into the advise_index table.

Are these two things normal?
