Table Ownership issues?

Has anyone run into this problem. I am creating a table on our AS/400 system. The user ID I'm using has all rights within the Library. When the table is created it gives ownership to the library owner. The user ID i'm using then cannot load any data into the table. I receive the following error:

SQL0551 - Not authorized to object xxxxxx in xxxxx type *FILE
