Is it possible for me to develop a chat program but the users can only chat with the others who use my program over the internet?I mean like my program use a special port that other chatters can't connect to my network. If it's possible, can someone teach me or tell me where to see the papers that contain about it.Thanks a lot.

It's called using a firewall. Alternatively, your chat server could check what IPs are trying to connect and only allow connnections from certain IP addresses. Google for what firewalls are. As for chat server applications, there are a lot of free examples available on the web. Google is your friend here.
