Building Recruitment Website

Hi,

I am set to build a recruitment website.

Employees register and submit their CV and other details.

Employers register, pay a subscription, and have access to the database of employees contact details. They can see all the data other than contact details until they subscribe.

Is there a recommended open source or paid for system, such as opencart for e-commerce for example. Or is Joomla a possibility? I am not a PHP expert, so I am looking for a packaged system solution.

You will be competing directly with monster.com, a company large enough to advertise during the American SuperBowl. There's absolutely no hope of getting this business off the ground unless you have a significantly brilliant idea or way to set yourself apart (like how DICE focuses on the IT niche and TheLadders is only for jobs over a certain salary).

That being said: no there's no pre-built solution like this that I know of.. Pre-built solutions usually only exist for general purpose implementations like blogs, ecommerce sites, and image galleries, where the "market" isn't dominated by one single company.
