Arrow Design dilema

Ok - this is what I have. On one of our projects (the administration control panel) we have like 60+ links to enable the different actions that the admin can do. My problem is it looks kind of crappy (well, not crappy just funny) as if the content body doesn't fill the height of the page (the height created by the huge vertical nav), there is like an empty void in the page body.

Do you guys think that an <iframe> to hold the nav and stretch the height of the <iframe> to fit within the size of the body content would be in order or would you suggest another navigation scheme? Below is a screeny of part (close to half) of the vertical nav bar...

what I would do is make it a PHP script and put little + signs next to the headings. When someone clicks a + it reloads the page with an extra variable to specify that the section should be displayed. Also then change the + to a - when the section is displayed. The code should be easy to make and will clean it up a lot.

You could always use one like I did on savelua.com (which is down at the mo due to Al's upgrade) but you can find out how to create such a menu down at www.projectseven.com but you will need DreamWeaver in order to implement it.
