How do I direct a link to open an application

I want to create a hyperlink to an xml document, but have the document opened using Excel.

    For example; http://mysite/todaysData.xml?application:excel.exe

Is there a standard way to do this?

You can send an HTTP header which indicates the content-type of the document. If the content-type is not one the browser can render itself, then it will ask the user whether the user wants to open the document or download it. If the user chooses to open the document, they can also choose what program to use to open the document; it will default the one configured for that content-type on their system.

Using HTTP it is not possible affect the behavior of the open-or-download option nor is it possible to specify which program the user should use to open the document.
