No, it is called common curtosy of a community. Advising someone that this is not the correct place to post something is nothing new and needs to be done. If everyone disregarded where to post appropriate messages that how would anyone find anything here. This is why we have different forums and not just one big soup sandwich. Don't get offended and try to start a flame war when there is no need, but mabey you might want to check out the links in my signature. They may enlighten you a bit.

It doesnt happen very often, and its obvious that the guy who posted that will only post that one post, and never visit this forum again.
....
How does this have relevance to hacker ethics? I suppose some hackers might like to have everything ordered for clearer thinking.

You might be the type of person who doesn't mind to receive spam and filter it from your Inbox to your Trash. I and many others, prefer to block those lamers at SMTP level with RBL before the spams can ever go across the wire.
