Nice looking, just trying it out... but.....
When in design view, it won't always display the settings that are in the external css file. But it I remove the css from the page then add it again, the page is refreshed with the css settings in place.
Close the window, reopen and again no css settings are displayed in the design view.
The css is defined correctly in the document, just not always viewable while in DW MX
Strange.....
