1. I would like to post my useful articles & tutorials for other members, where should I post them?
2. I wants to post my special offers (advertisement), what are the rules for this & which is the right place here for advertisement.

For your articles and tutorials, this is probably not that easy. Best would IMHO be to put them on your own site and make a link in your signature.
You can address "Randy" or "Zeus" here directly, they are the administrators. DevShed also has a great part that is dedicated to articles about web-design. But I am not sure if they take articles from external authors. From what I heard, they have their own employed writers, but could also have been rumour.

I am not sure about possible copyright questions / problems with that. And you probably would have to re-format them so they fit into their page layout/design. Have a look what they already have on the site at www.devshed.com .

Advertising is only allowed in the "Web Hosting" forum. And I am sure noone will have a problem if you put a link to your site in your signature as long as your posts here will be longer than the sig

Yes indeed it is true. At that time we we're rather poor and the whole family did not eat for 3 consecutive days. My father had no choice, he had to be hired as a writer at the shed, the developper shed. We heard that they never come back but those were just rumours too. As I recall the choice he made that night I always feel desesperation.
