IE BHOs and NETSCAPE plugins?

I have to make a plugin that would do something about images on webpages. I would really like to make that plugin for Netscape but I read that it only calls a plugin when it sees <embed> and <object> tags, but I need it to when it sees <img> tags. Is this possible? If not, can I do this with IE Browser Helper Objects? Any opinion, comment or help would be GREATLY appreciated.

I have to extract watermarks (simple captions) from images on a webpage (that is if they are watermarked). Some have suggested that I use an applet, but I don't know. I need something that runs with the browser once installed...
