Intergrating FrontPage2000

Hi,
I've been working on a web site lately for the business I work for and I'm not having any problems with the actual design or development except for when the page is done it has to be maintained through FrontPage2000 by some other guy who works there. What I've done so far has all been done with notepad and when opened with FrontPage to my surprise it didn't mess up my code or the look of the page. Now here is where the problems come in. I have used SSI to make areas on the site common to all pages by linking them with includes but the guy who runs the site wants me to use "shared boarders" which from what I have seen don't work nearly effectively as what I have done. He also wants it set up so when he clicks new page it comes up with a blank template site for him to work on so I said I could create an html file that was basically the same thing and he could open in and then save the file as whatever he wanted afterwards so it would do basically the same thing, but then he said it wouldn't be set up in the FrontPage navigation page where they have a visual outlook of the site and where the pages are linked too and everything... I think what I'm getting at is how do you develop a site for someone who refuses to look at any code or an FTP program what so ever? Is it just helpless or do you have to make the site for them in FrontPage even though you could make a much better one without it? As you can see I'm in a weird situation because I leave for university in a couple of days and my uncle who will be maintaining the site when I'm gone doesn't like his site but doesn't want to change the way he does things for the new site I made. Any comments or thoughts would be appreciated. I have the links to the sites below.

I've had to deal with similar frustrations in the past, but was never able to find a satisfactory solution. Although I can't provide you with a solution to your immediate dilemma, I can tell you that I have since decided to inform any new clients I have, prior to starting work, that if they use FrontPage (any version) to modify/update their site(s) after I'm done developing, they are completely on their own (and I usually have this in writing as well). My recommendation to my clients is to use DreamWeaver, however, if they plan on performing extensive updates, I usually create an "admin" section for their site that allows them to modify entries in a database and I design the site to pull the necessary information from a database with server-side code (usually PHP).

I had mentioned that he might want to look into DreamWeaver when I started but he didn't have the time to learn a new program, which is understandable. I'll take your advise into consideration next time I do some thing about this so thanks for your comment.
