Library Barcode System

Hello,

I am doing a job for a law firm and I was wondering if you guys had any suggestions for the following system.

The attorney comes to get a file.. he/she then swipes the file and then their name.. in otherwords there are two sets of barcodes..

The first to signify the file that they wish to check out.. the second signifying the person that checked it out..

I want the time/date to be associated with the person that checked out the specific file and I want it to be available to view in a report.. I'm thinking about access right now.. but I'm sure there are other simple barcode systems out there right now.
