looking for web based shared calendar app

I've looked everywhere for an OSS calendar app that has functionality similar to a commercial product my employer uses, but haven't found anything.
It's pretty basic, so I thought maybe one of you guys might know of a project around.

Freshmeat had some nice projects, but it's really for groupware purposes.

Our app allows people to create their own personal calendar, and browse through the database of other calendars, by category, and then subscribe to them, and their events flow into the user's personal calendar.
Sounds kind of like ical.

So a community group can have their own calendar, like a charity, or something, and they can publish dates of car washes, and the like to people who are subscribed to their calendar.

Anybody seen anything like that, in a non-groupware package?
