Question Need serious help for developing a windows power management app

Hi everyone, I need some help in deciding which programming language to use between delphi and vb to develop an application to control the power schemes of Windows, thus making it more easier for novice users to change the settings. Moreover, I would also need some tutorials/samples if available for such development.
Anyone can guide me with this?
